The National teleconference summarizing the Master Project to simplify administrative procedures

On the morning of April 23, the Government Office held a nationwide teleconference to summarize the Master Project to simplify administrative procedures, citizenship papers and databases related to population management in the period of 2013-2020 (The Steering Committee 896), Standing Deputy Prime Minister Truong Hoa Binh, Head of the Steering Committee 896 chaired the conference.

At the provincial destination, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam attended and chaired the conference; in the attendance were leaders of relevant departments and branches.

According to the report of the Steering Committee 896, as of March 5, 2021, the permanent resident of the country is 98,736,106 people; 86,603,192 DC01 votes have been collected from 59/63 localities; 16,050,224 DC02 votes have been updated. In the granting of personal identification numbers through birth certificates for newborn baby, on March 24, 2021, the system of the Ministry of Justice has 5,454,937 valid birth registration data of Vietnamese citizens (those up to the time of updating data into the system are not enough 14 years old and there is a birth registration date from 01/01/2016 onwards); there are more than 16 million citizenship information (the information of parents) which is an important input source for the national database on population. In the granting of personal identification numbers through the granting of citizen's identity, by the end of 2020, 14 million citizen identification cards have been issued in 16 localities; the citizens' identification cards with electronic chips have been issued to citizens of 63/63 localities from January 1, 2021; it is expected that the granting of personal identification numbers to all Vietnamese citizens will be completed by May 1, 2021.

Presenting at the conference, delegates reported the results of performing the Project at agencies, units and localities; current situations, advantages and disadvantages in the process of implementing and proposing solutions to overcome.

Speaking at the conclusion of the conference, Standing Deputy Prime Minister Truong Hoa Binh asked the Ministry of Public Security to continue completing the national database on population and production system, granting and managing citizen identification to ensure the integrity, accuracy, transparency, consistency and data safety; completing the expansion and connection of the national database on population according to regulations to share with ministries, branches and localities for exploitation and use; localities continue to work closely with the Ministry of Public Security in the process of performing two projects to ensure the synchronization and connection to build e-Government. The Ministry of Information and Communications urgently finalizes the draft Decree on electronic identification and authentication to submit to the Government for consideration and promulgation in the second quarter of 2021. The Ministry of Justice has completed the construction of an electronic civil status database, ensured the consistency and connection with the national database system on population; coordinated to remove difficulties and problems related to the identification of civil status with special cases. The ministries and branches that issue, or submit to their authorities to issue the plan to simplify administrative procedures, citizenship papers under their management responsibilities; urgently research and deploy applications to integrate into electronic chips on the new citizen identification. The Ministry of Finance shall coordinate with the Ministry of Public Security in formulating the level of funding and fees for the exploitation of the national database on population to ensure effective re-investment and data exploitation; continue upgrading and completing the National Public Service Portal, concentrating resources for implementation to ensure the progress and quality of assigned tasks; strengthening coordination among ministries and branches to complete plans to simplify administrative procedures, citizenship papers and population databases in the coming time./.
