The Prime Minister approves the Project on renewing the performance of the one-door, one-stop shop mechanism in settling administrative procedures.

On 27/3/2021, the Prime Minister signed the Decision No. 468 / QD-TTg approving the Project on renewing the performance of the one-door, one-stop shop mechanism in settling administrative procedures.

Accordingly, the overall objective of the Project is: Renovating the performance of the one-door, one-stop shop mechanism in handling administrative procedures in a direction that does not depend on administrative boundaries, associated with digitization and using the results of digitizing documents, papers and results of handling administrative procedures to improve service quality, increase labor productivity, contribute to the formation of digital citizens and enterprises in building digital government, economy and society.

Specific objectives of the Project are as follows:

- In 2021: Complete the system of legal documents on the performance of the one-door, one-stop shop in administrative procedures settlement; complete connection and share data from the National Database on Population and Business Registration with National Public Service Portal, and the provincial and ministerial electronic one-door information system for authentication, identification, reduction and simplification of dossiers and papers of citizens and enterprises in handling administrative procedures at the OSS at all levels; complete the digitalization of the results of the settlement of valid administrative procedures at least 40%, 30%, 20%, 15% of the results falling under the settlement competence of the central, provincial, district and commune level to ensure the connection and sharing of data in handling administrative procedures in the electronic environment; carry out the process of digitizing dossiers, papers and the results of administrative procedures settlement at 100% of public administrative service centers.

- In 2022: Complete the digitization of the results of the settlement of valid administrative procedures under the jurisdiction of the central level, increase at least 20% for the results under the jurisdiction of the provincial, district, and commune levels to ensure the connection and sharing of data in handling administrative procedures in the electronic environment; complete connection and share data from the National Database on Social Insurance and Land with National Public Service Portal, the Information System for solving administrative procedures at ministerial and provincial level to serve the handling of administrative procedures at the OSS at all levels; carry out the process of digitizing documents, papers and results of administrative procedures settlement at 50% of the district OSS and 30% of the commune OSS; merge the Public Service Portal with the electronic one-door information system at ministerial and provincial levels to create a unified and connected information system to settle administrative procedures among authorities from central to local levels; at least 30% of people, enterprises, when performing administrative procedures, do not have to re-provide accepted information, papers and documents upon successful implementation of administrative procedures (previously), rather under the management of the state agency handling with the administrative procedure or that information, papers and documents are readily shared by other state agencies and meeting the requirements; reduce the waiting time of people and businesses at the OSS to an average of 30 minutes per transaction.

- In 2023 - 2025: Complete the connection and share data from the remaining national databases, specialized databases with the National Public Service Portal, the electronic one-door information system at ministerial and provincial to serve the reduction and simplification of citizens’ and enterprises’ dossiers and papers in settling administrative procedures at the OSS at all levels; increase the rate of digitization and electronic archiving of records, papers, the results of the successful settlement of administrative procedures each year by 20% for each administrative level until getting the rate of 100% to ensure the connection and sharing of data in handling administrative procedures in the electronic environment; carry out the process of digitizing documents, papers and results of administrative procedures settlement at district and commune OSS at the rate of at least 30% increase per year until reaching 100%, except for remote and extremely difficult communes; 80% of people and businesses do not have to re-provide information, papers and documents that have been accepted upon successful implementation of administrative procedures (before), that currently under the management of competent agencies handling administrative procedures or the information, papers and documents have been linked and shared by state agencies; the rate of people performing online public services and administrative procedures in the electronic environment at least 50% of the total number of received dossiers; at least 80% or more of the dossiers for settlement of administrative procedures that are internally circulated among the competent agencies, or the related agencies are done electronically; 100% of successfully administrative records are digitized, stored and reusable; increase average labor productivity in resolving administrative procedures through promoting the application of information technology, socializing a number of work in the process of guiding, receiving and settling administrative procedures, as specifically: The average file-receiving productivity of an employee on duty at the OSS in a year reaches the minimum level: at a ministry, ministerial-level agency or government-attached agency: 2,000 records; locality: 1,800 files in the centrally-run city; 1,600 files in other provinces and cities; 1,200 records in rural areas; 800 records in remote and extremely difficult areas (except for cases that the total number of received dossiers in a year / 01 OSS is less than the above target). To reduce the waiting time of people and businesses to an average of 15 minutes per transaction; the minimum time for receiving and processing dossiers is 30 minutes / 01 dossier by 2025; electronicize the monitoring and evaluation of the results of receipt and settlement of administrative procedures as a basis for evaluating the results of completing tasks of agencies, units, officials and public employees publicly, transparently and effectively; the satisfaction level of organizations and individuals with respect to the quality of public service delivery will reach at least 95% by 2025.

In addition, the Project clearly states the content, solutions and assignment of responsibilities of the ministries, branches and localities in the implementation of the Project.
