The Strategy for domestic trade development in the period to 2030, with a vision to 2045 in Hung Yen province

On 13/10, the Provincial People's Committee issued the Plan No. 156/KH-UBND on the implementation of the Strategy for domestic trade development in the period to 2030, with a vision to 2045 in the province.

Accordingly, the overall goal of the Plan is to develop commerce in the province in the direction of modernity, civilization, rapid and sustainable growth, and as a solid fulcrum for the province's production to develop; build and develop trademarks of the province's goods; protect the interests of consumers, production and business enterprises in the province; meet the increasing requirements of socio-economic development, create a solid premise for deeper integration into the regional, global and national economy.

The specific goals for the period 2021-2030 are as follows: Total retail sales of consumer goods and services revenue (not excluding the price factor) achieve an average growth rate of 8-10% per year.

- The proportion of total retail sales of consumer goods and services revenue accounts for about 85%, the economic sector with foreign investment capital (FDI) makes up about 15% of the province's total retail sales of consumer goods and services revenue.

- Total retail sales of consumer goods and services revenue are exchanged through modern retail establishments (such as supermarkets, commercial centers, convenience stores) on total retail sales of consumer goods and services revenue account for 30-35% of the province's total retail sales of consumer goods and services revenue.

- To strive for 30-45% of small and medium-sized enterprises operating in the field of commerce (including small and medium-sized commercial enterprises, enterprises transformed from economic bases, commercial entities and start-ups enterprises) to participate in provincial e-commerce floors and major domestic and foreign e-commerce service providers, 80% of enterprises have their own websites to promote product brands...

 - 80% of the system of modern supermarkets, trade centers, distribution facilities, electricity, water, telecommunications and communication facilities use payment cards and pay by electronic methods.

- To develop a system of synchronous and diversified commercial infrastructure, harmoniously combining traditional trade with the modern one, suitable to the nature and development level of the market in the province. The commercial infrastructure in urban areas is modernized, applied digital technology in management, exploitation and operation; essential commercial infrastructure in rural areas is fully developed, effectively serving business activities and people's daily needs.

The specific goals for the period 2031-2045 are as follows: Total retail sales of consumer goods and services revenue (not excluding the price factor) achieve an average growth rate of 6-8%/year.

- The proportion of total retail sales of consumer goods and services revenue accounts for about 75-80%, the economic sector with foreign investment capital (FDI) makes up about 20-25% of the province's total retail sales of consumer goods and services revenue.

- Total retail sales of consumer goods and services revenue are exchanged through modern retail establishments (such as supermarkets, commercial centers, convenience stores) on total retail sales of consumer goods and services revenue account for 40% of the province's total retail sales of consumer goods and services revenue.

- To strive for 60% of small and medium-sized enterprises operating in the field of commerce (including small and medium-sized commercial enterprises, enterprises transformed from economic bases, commercial entities and start-ups enterprises) to participate in provincial e-commerce floors and major domestic and foreign e-commerce service providers, 95% of enterprises have their own websites to promote product brands...

- 100% of the system of modern supermarkets, trade centers, distribution facilities, electricity, water, telecommunications and communication facilities use payment cards and pay by electronic methods.

- The system of commercial infrastructure is modernized in the province, labeled with green commercial buildings, ensuring environmental hygiene, food safety, origin and origin of goods, and fire prevention and explosion...; commercial infrastructure system in urban areas is operated based on the application of digital technology, commercial infrastructure in rural areas is fully developed according to planning, modern types such as convenience stores, supermarkets and trade centers account for a large number, gradually taking the leading role in retail distribution of goods in the market.

The plan sets out 9 groups of specific tasks and solutions, including: participating in institutional building, completing provincial policies and regulations, improving the business investment environment and managing commercial activities as international commit; developing distribution enterprises, linking circulation with production, promoting linkages of product and goods supply chains; developing commercial infrastructure system; developing e-commerce, types of commerce based on digitization platform; developing and improving the quality of human resources; promoting information, propaganda, providing information to forecast market trends in order to support enterprises to promptly respond to adverse market fluctuations; promoting the application of science and technology for commercial development in the province; renovating and strengthening the state management, improving the efficiency of law enforcement on commercial activities in the domestic market; raising awareness and enhancing environmental protection in commercial activities.
