On 14/10/2021, the Provincial People's Committee issued the Official Letter No. 2524/UBND-NC on strengthening the fire prevention and fighting for production facilities and warehouses in industrial parks, industrial clusters and residential areas.

Accordingly, the Provincial People's Committee requires relevant agencies and units to perform a number of contents as follows:

For provincial departments, agencies, branches and mass organizations; the People's Committees of districts, towns and city:

+ To continue to effectively perform the tasks in the Plan No. 89/KH-UBND dated July 9, 2020 of the Provincial People's Committee on the implementation of the Prime Minister's Decision on the implementation of the National Assembly's Resolution on continuing to improve and raise the effectiveness and efficiency of the performance of policies and laws on fire prevention and fighting; the Plan No. 04/KH-UBND dated January 12, 2021 of the Provincial People's Committee on the implementation of the Decree No. 136/2020/ND-CP dated November 24, 2020 of the Government detailing a number of Articles and measures to implement the Law on Fire Prevention and Fighting, the Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting; the Plan No. 15/KH-UBND dated January 28, 2019 of the Provincial People's Committee on the implementation of the Directive No. 32/CT-TTg dated December 5, 2018 of the Prime Minister on strengthening the fire prevention and fighting in residential areas;

+ To strengthen the propaganda and dissemination of legal provisions on fire prevention and fighting and rescue in order to raise awareness and responsibility in law observance of cadres, officials and employees and all people in the province; promote the movement of all people to participate in fire prevention and fighting and rescue under the motto "four on the spot", the core is the civil defense force and the grassroots’ fire prevention and fighting team.

+ To actively grasp the situation, exchange information, closely coordinate with relevant functional forces in order to effectively conduct the state management of fire prevention and fighting in the province and the field of management.

For the Provincial Police:

+ To assume the prime responsibility for, and coordinate with the Department of Justice and relevant units in advising the Provincial People's Committee to submit to the Provincial People's Council for promulgation of a Resolution stipulating the handling of establishments that fail to meet fire prevention and fighting requirements, which shall be put into use before the effective date of the Law on Fire Prevention and Fighting No. 27/2001/QH10. To propagandize and guide these facilities to overcome shortcomings, strictly comply with current regulations on ensuring fire prevention and fighting safety, dismantle and move to ensure a safe distance of fire prevention and fighting.

+ To review and make a list of technical infrastructure works in industrial parks and industrial clusters that have not yet been appraised and approved for fire prevention and fighting designs as prescribed; propose the investor to compile a design dossier on fire prevention and fighting and send it to the competent fire prevention and fighting and rescue police agency for approval and acceptance for fire prevention and fighting as prescribed;

+ To open a general inspection of fire prevention and fighting safety for production facilities, warehouses in industrial parks, industrial clusters and residential areas in the province; strictly handle violations, resolutely suspend or stop the operations for establishments that fail to ensure fire prevention and fighting safety in accordance with the law and publicly announce on the mass media; for the establishments that commit serious violations of fire prevention and fighting, advise the Provincial People's Committee to organize enforcement according to regulations.

+ To step up the investigation of causes, settlement of fires and explosions and propose handling of violations of relevant organizations and individuals.

In addition, in the Official Letter, the Provincial People's Committee also assigns a number of agencies and units to perform fire prevention and fighting work for production facilities and warehouses in industrial parks, industrial clusters and residential areas as follows: The Management Board of the Industrial Parks of the province; Department of Construction, Department of Industry and Trade; Department of Planning and Investment, Department of Construction; the People's Committees of districts, towns and city.
