On 01/01/2021, the Government issued the Resolution No. 02 / NQ-CP on continuing to perform major tasks and solutions to improve the business environment and increase national competitiveness in 2021.

According to the Resolution, in 2020, along with the efforts to prevent and control the COVID-19 pandemic well, the Government and the Prime Minister have directed ministries, branches and localities to focus on carrying out solutions to support enterprises to overcome the negative impacts in many aspects of the epidemic, creating a favorable business and investment environment, removing difficulties for production and business, promoting socio-economic recovery and development. The year 2021 has an important implication for the country's socio-economic development in the new situation; as the year to promote economic recovery after the COVID-19 pandemic; the first year of carrying out the socio-economic development strategy for the period of 2021-2030 and the socio-economic development plan for the period of 2021-2025. The successful implementation of the goals and tasks in 2021 will create a premise and strong encouragement for the coming years.

In order to continue to create more powerful changes in the business environment and improve competitiveness, the Government issued the Resolution on further improving the business environment and increasing national competitiveness. The Resolution sets out the general goal to focus on completing the overall and specific goals in 2021 set out in the Government's Resolution No. 02 / NQ-CP dated January 1, 2019 on continuing to perform the major tasks and solutions to improve the business environment and increase national competitiveness in 2019, with the orientation to 2021.

Ministries, branches, the People's Committees of provinces and centrally-run cities drastically, synchronously and effectively carry out the following tasks and solutions:

- To continue to fully, consistently and effectively carry out tasks and solutions to achieve specific goals and targets set out in the Resolution No. 02 / NQ-CP (in 2019 and 2020). In particular, to focus on the groups of specific indexes and indicators, including: construction permit, property registration, settlement of contract disputes, settlement of corporate bankruptcy, quality of land administration, application of information technology, quality of vocational training, students’ skills, patent registration, control of corruption, level of participation in online transactions, job opportunities in intensive knowledge industries, sustainable ecological environment.

- To focus on directing to immediately overcome the limitations and problems in the coordination among agencies and units in the direction as: (i) To clearly identify the focal agency and unit in charge; (ii) to clearly and specifically delineate rights and responsibilities of the focal agency and unit and the coordinating agencies and units. At the same time, to attach importance to solving shortcomings due to unspecified, overlapping and conflicting regulations on state management in the fields of investment, land, construction and natural resources and environment; implement the integration of legal documents to ensure the consistency, synchronism, transparency, easy-to-search, easy-to-understand and accessible legal system.

- To focus on directing the implementation of tasks and solutions for digital transformation under the Prime Minister's Decision No. 749 / QD-TTg dated June 3, 2020 approving the “National digital transformation program to 2025, with the orientation to 2030 ” in sync with administrative reform performance; put emphasis on the solutions to increase the readiness to adapt to new production in the 4th Industrial Revolution. To focus on implementation: (i) To provide online public services at levels 3 and 4, in which striving to apply 100% of practical public services to the people (such as the fields of health, education and training, social security); (ii) To accelerate the progress of non-cash payments and develop e-commerce; (iii) To apply information technology to make processes and procedures transparent; mobilize the participation and contribution of businesses and people to the construction of government; connect and share common database for state management; (iv) To develop and carry out the Program to support businesses to do digital transformation in the period of 2021-2025.

- To focus on directing the formulation and implementation of medium and long-term strategies and plans with clear goals and specific roadmaps to make steady changes to the fundamental indicators that are difficult to improve in a short period of time such as environmental protection, multidimensional poverty reduction, development of mountainous and remote areas, etc ...; striving to maintain and improve the ranking of sustainable development. At the same time, implementing communication solutions to raise awareness of the whole society, especially the business community about the content and meaning of sustainable development in order to quickly develop the business community for sustainable development.

- To continue to focus on supporting people and businesses to restore production and business, and overcome the negative impacts of the COVID-19 epidemic.
