The Provincial People's Committee’s Office implements the work in August

Through each revolutional stage, even in wartime and peacetime, as well as in the cause of accelerating industrialization and modernization of the country, the Office of the Administrative Committee of Hung Yen province is always worthy as a reliable agency of advising, synthesizing and assisting the province's government. On January 1, 1997, Hung Yen province was re-established, the Office of the Provincial People's Council - the Provincial People's Committee was established on January 7, 1997, with the function of advising, synthesizing, assisting and serving the work of the People's Council, the People's Committee, Chairman of the Provincial People's Committee and the Provincial Delegation of the National Assembly. In May 2004, the Office of the Provincial People's Council and the Provincial People's Committee was split into two offices: the Office of the Provincial People's Committee and the Office of the Provincial Delegation of the National Assembly and the Provincial People's Council.

Over the past years, generations of cadres, civil servants, public employees and employees of the Provincial People's Committee’s Office have constantly trained their political bravery, ideology and professional qualifications; had a sense of responsibility and highly disciplined organization, successfully completed the task of advising, synthesizing and effectively assisting the People's Committee, Chairman of the Provincial People's Committee in the direction and administration of the socio-economic development, maintained security and national defense, stepped up administrative reform, strengthened external relations and international integration. To actively coordinate with departments, agencies, branches and unions of the province; the People's Committees of districts, towns and city to formulate and coordinate the implementation of weekly, monthly, quarterly and annual working plans of the Provincial People's Committee, Chairman of the Provincial People's Committee, and the Party Committee of the Provincial People’s Committee.

Over the past 5 years, the Provincial People's Committee’s Office has timely and accurately received, classified and processed about 20,000 arriving documents per year; coordinated with provincial departments, agencies, branches, the People's Committees of districts, towns and city to advise the Provincial People's Committee on institutions, issued over 10,000 away documents per year; directly participated in drafting and editing resolutions, reports and documents serving the Provincial People's Committee, the Chairman of the Provincial People's Committee, which has made many progress and quality has been improved. To monitor, urge and inspect the implementation of the tasks assigned by the Government, the Prime Minister, the Provincial People's Committee, and the Chairman of the Provincial People's Committee. To prepare the necessary conditions and attentively serve thousands of meetings, hundreds of conferences and business trips of leaders of the Provincial People's Committee in the country and abroad; to be the core force to coordinate in the construction and organization of major anniversaries of the province and the country. To always do well the work of advising and proposing the Provincial People's Committee to build and effectively implement plans on foreign activities and investment promotion, welcome foreign delegations coming to the province to explore investment opportunities. To well perform the citizen reception, process the application and prepare all conditions to serve the leaders of the Provincial Party Committee and the Provincial People's Committee to receive citizens at the Provincial Citizen Reception Office according to regulations. The agency has publicized the address, phone number, hotline, set up a mailbox to receive comments from the people, and at the same time sent a focal point to receive information. The provincial Portal has propagandized, updated legal documents, guiding and administration documents, policies, planning, the socio-economic development plans of the province and administrative reform work; well performed the role of an official, reliable, fully and timely information channel, which fully and timely provides the administration and direction information of the Provincial People's Committee. Since 2013, the work record management software system has been used in tracking arriving – away documents, managing work records and monitoring task performance strictly and scientificly. From May 2019, to digitally sign documents and send electronic documents instead of paper ones, contributing to saving time and state budget. The online public service portal provides more than 2,100 level - 2 public services, over 800 level 3 online public services, contributing to improving service quality for people and businesses. The Provincial People's Committee’s Office advises the Provincial People's Committee to establish and put into operation the Provincial Public Administration Service Center from September 15, 2019, which is a breakthrough in the implementation of the administrative reform tasks of the province, facilitating people and businesses in the process of carrying out administrative procedures. Since its inception, 100% of civil servants working at the Center are rated as satisfied and very satisfied by the people, and no employee is rated as dissatisfied. The regimes and policies for cadres, civil servants and employees are promptly and fully implemented; logistics and facilities are carefully prepared. The above-mentioned contributions have significantly contributed to the 5-year socio-economic development results of the province: the average GRDP at 8.81% / year, the economic structure has shifted in a positive direction: Industry and construction at 62.04% - commerce and services at 29.41% - agriculture 8.56%, GRDP / person at 80.62 million VND; budget revenue reaches over 16,000 billion VND; the poverty rate below 1.8%; the rate of trained workers at 65%; 100% of communes, wards and towns meet the national health standards; the rate of people having health insurance card is 91.5%; to complete the new-style rural areas construction at the commune level and the district level is expected by 2020.

In particular, in the Covid-19 prevention and control, officials and employees of the Provincial People's Committee’s Office have raised their sense of responsibility, promptly grasped the situation, advised and proposed to the Chairman of the Provincial People's Committee and The Provincial Steering Committee to direct and drastically implement measures to contribute to preventing and repelling the epidemic in the area, making Hung Yen as a low-risk locality for disease spread; well performed social security policy and achieved the economic growth in the first 6 months of 2020 at 6.83%, ranking the fourth in the country.

The Provincial People's Committee’s Office has innovated and created in launching emulation movements, creating a vibrant emulation atmosphere and dedicating labor spirit in the agency. Officials, civil servants and employees of the Provincial People's Committee’s Office are always deeply imbued with and follow President Ho Chi Minh's advice: “Office work is of special importance, helping leaders understand the situation. Office’s officials grasp the situation wrongly, the leaders will handle the work uncorrectly... to always uphold the sense of responsibility, working capacity and keep secrets, to strive to perform well the assigned tasks”. At every working position, the staff of the Provincial People's Committee’s Office always upholds the spirit of responsibility, example, dedication, silence, not mind the time or weather conditions to best complete the assigned work with the best results, contributing to the successful implementation of all political tasks of the Office of the Provincial People's Committee. Through the working process, many comrades have been trained and matured, appointed leaders of departments, branches and localities, promoting good experience of office work in the leadership process of the unit.

With the positive contributions in the fields of work, the Office of the Provincial People's Committee was honored to receive many noble awards, especially on the occasion of the 75th anniversary of the traditional day of the Office of State administrative agencies, the Office of the Provincial People's Committee is awarded the First Class Labor Medal by the State President.

Promoting the achievements, in the coming time, officials, civil servants, and employees of the Provincial People's Committee’s Office will continue to work hard to study and practice, make effort and maintain the unity and solidarity.
