Speaking at the opening of the conference, Prime Minister Nguyen Xuan Phuc emphasized that the disbursement of public investment capital is an important policy that ministries, branches and localities need to thoroughly grasp. It is necessary to find out objective and subjective reasons for the slow progress of public investment, including ODA. At the same time, to discuss and point out difficulties and problems, especially the issue of investment procedures to promptly remove. On that basis, the Government will decide on possible solutions to promote the disbursement of public investment capital.

According to the report of the Ministry of Planning and Investment, the total development investment capital from the State budget in the 2020 plan approved by the National Assembly is 470,600 billion VND. Up to now, 52/53 ministries, central agencies and 63/63 provinces and cities have made a plan to allocate the state budget capital 2020 to affiliated units and lower-level People's Committees. The total capital of ministries, central and local agencies assigned to the projects eligible for disbursement reaches 95.4% of the capital investment plan assigned by the Prime Minister. As of July 31, the disbursement is 193,040 billion VND, getting 40.98% of the plan assigned by the Prime Minister; as of August 31 it is estimated to reach at VND 221,768 billion, getting 47% of the plan assigned by the Prime Minister, of which, central budget capital gets 37.8% of the plan...

At the conference, delegates focused on discussing solutions to remove difficulties and problems and promote the disbursement of public investment capital in 2020.

Presenting at the conference, Chairman of the Provincial People's Committee Nguyen Van Phong reported to the Prime Minister on the disbursement of the plan for public investment capital in 2020 of the province. Accordingly, the total investment capital plan from the budget allocation in 2020 of the province is over 5.2 trillion VND. As of August 19, the province has started new construction for 19/38 projects, 14/38 projects are selecting contractors or approving the contractor selection plan; 5/38 projects are in the process of designing construction drawings; the whole province has disbursed 3,015 billion VND, reaching 94.6% of the plan assigned by the Prime Minister and 57.5% of the plan assigned by the local authority. The province focuses on carrying out measures to promote the disbursement of public investment capital such as: For large projects, establishing a steering committee headed by the Chairman, Vice Chairmen of the People's Committee to directly urge and inspect, remove difficulties; attach the responsibility of the investors to the project schedule; organize meetings to remove difficulties for site clearance; establish the project management boards of districts; quickly resolve administrative procedures ... In order to facilitate speeding up the disbursement of public investment capital in the province, the Chairman of the Provincial People's Committee proposed to the Prime Minister to soon approve to extend the implementation time of a number of projects using ODA capital; allow the disbursement of capital for the project of building and upgrading the left dyke of Luoc river to extend to the end of 2020; soon permit the implementation of the second phase of the project of the road connecting Hanoi - Hai Phong highway and Gie Bridge - Ninh Binh highway...

Speaking at the Hung Yen destination, Mr. Nguyen Van Phong, Chairman of the Provincial People's Committee, requested the Department of Planning and Investment, the Department of Finance and localities such as Hung Yen city, My Hao town, An Thi district to urgently coordinate to complete procedures to perform important projects of the locality. The whole province focuses on carrying out the projects with complete documents and the ones that have been implemented to soon put the works into effective use. After the Congress of the Party Committee at higher levels for the term of 2020 - 2025, localities need to soon consolidate key positions such as Chairman, Vice Chairman of the People's Committee at the same level to implement the work.
