On August 8, the Government's delegation led by Mr. Truong Hoa Binh, Member of the Politburo, Standing Deputy Prime Minister, Head of the Government's PAR Steering Committee, visited and worked in the province on the disbursement of public investment and inspection of the administrative reform of the province.

The delegation drew the participation of leaders of a number of ministries and central branches. Delegates at the working session

At the working session, leaders of the Provincial People's Committee reported to the delegation on the socio-economic development, boosting the disbursement of public investment, ensuring social security, and responding to the Covid- 19, the master program on the state administrative reform of Hung Yen province in the period of 2011 - 2020. Regarding the implementation and disbursement of public investment, the province has thoroughly grasped and directed the strict performance of the tasks and solutions under the direction of the Government, the Prime Minister, ministries and central branches. After seven months of implementation, the progress of public investment disbursement of the province is quite good. By the end of August 5, the whole province has disbursed 2,760.7 billion VND, reaching 86.6% of the plan assigned by the Prime Minister and 54.7% of the plan assigned by the locality.

In the coming time, the province will focus on solving difficulties and problems and drastically directing investment preparation, implementation of investment projects, especially the progress and site clearance to complete the public investment plan assigned in 2020. As of September 30, 2020, the projects with disbursement rates below 60% of the 2020 capital plan will consider cutting and transferring capital to the important and urgent projects that need speeding up and disbursing quickly. Functional departments, sectors and agencies coordinate with districts, towns, city and investors to remove difficulties and problems in site clearance work, shorten the time in carrying out procedures related to the investment of project.

To speed up the implementation and disbursement of public investment in 2020, the province requests the Prime Minister, ministries and central branches to pay attention to solving such problems and difficulties as: Approving to prolong implementation time of the comprehensive socio-economic development project in Viet Tri, Hung Yen and Dong Dang urban areas – the project component in Hung Yen city so that the province has a basis for disbursing the 2020 ODA plan assigned to the project; allowing to prolong the implementation and disbursement time of Government bonds of Luoc River’s left dike construction and upgrading investment project until the end of 2021; approving the use of the remaining ODA capital from An Thi District’s Irrigational Infrastructure Development Project for the province to perform and accelerate the disbursement of the ODA plan 2020; paying attention and soon arranging the investment capital for phase 2 of the road connecting Hanoi - Hai Phong expressway with Gie Bridge - Ninh Binh expressway project in 2020, the section passing Hung Yen province.

For the state administrative reform master program in the period of 2011 - 2020, the Provincial People's Committee has issued many guiding and operating documents on PAR. The PAR inspection has been seriously carried out, the propaganda has been performed in various forms. At the same time, the annual PAR results of the units have been evaluated according to the PAR indicator set. In the 2016-2020 period, 100% of the administrative agencies at all levels have received administrative procedures at the modern one-stop shop. The center for public administration service and administrative procedures control in the province has been operating more and more effectively, contributing to increasing publicity and transparency in the process of handling administrative procedures for people and organizations. The effective implementation of PAR tasks has contributed to raising and improving the PAR index of the province in the period of 2015 - 2020 from 56th (2015) to 22nd (2019), up 34 levels. The satisfaction index of people and organizations for the service of the state administrative agencies of Hung Yen province in 2019 has ranked 4th out of 63 provinces and cities.

In order to effectively implement the PAR tasks set out in the period of 2021 - 2030, the Provincial People's Committee proposes such a number of contents as: Requesting the Government to soon issue a Decree to amend, supplement or replace the Decree. No. 24/2014 / ND-CP and Decree No. 37/2014 / ND-CP regulating specialized agencies at the provincial and district level so that localities can arrange and restructure agencies and units according to the spirit of Central Resolution 6 term XII; to promulgate the regulation on the organization and operation of provincial-level public administrative service center, serving as a basis for localities to unify the implementation; to assign additional administrative payrolls for Hung Yen province to arrange for inspectors in the areas of: Transport, Construction; to assign additional payroll for education and health sectors; to promulgate detailed regulations and instructions on the autonomy mechanism of public non-business units in each specific field so that the province can continue to effectively implement Decree No. 16/2015 / ND-CP dated February 14. 2015 of the Government stipulating the autonomy mechanism of public non-business units.

Next, representatives of a number of ministries and central branches who are members of the delegation spoke, exchanged and clarified some contents that they were interested in, and at the same time explained some contents related to mechanisms and policies in public investment disbursement and administrative reform.

Speaking at the working session, Mr. Truong Hoa Binh, Member of the Politburo, Standing Deputy Prime Minister, Head of the Government's PAR Steering Committee highly appreciated the achievements of the province in the socio-economic development and highlighted the results of PAR work, the implementation and disbursement of public investment in recent time. He requested that in the coming time, the province should continue its determination and efforts to well perform such key tasks as: Promoting PAR, exploiting potentials and advantages, giving breakthrough solutions for Hung Yen to develop quickly, comprehensively and sustainably. The province promotes all resources and strengths of the people, businesses and the political system to participate in building and performing solutions to promote production and business activities, diversify investment, and attract domestic and foreign investment resources. To complete a system of synchronous technical infrastructure in industrial zones and clusters, create production chain linkage, become a driving force for industrial development; promote the development of high-tech agriculture. Public administration reform is linked with the implementation of the Party's and State's resolutions and directives on strengthening the Party building and rectifying; prevent and repel the deterioration of political ideas, morality, lifestyles, and "self-evolving" and "self-transforming" manifestations within the units; promote studying and following Ho Chi Minh's ideology, morality and style; handle and prevent the harassment and causing troubles to people and businesses in solving work, strictly comply with the principle of "Taking the people and enterprises as the centralized service". To continue to arrange and consolidate the lean administrative apparatus organization, operate effectively and closely link with the staff downsizing policy. To urgently review and promulgate documents guiding employment positions for civil servants; complete and issue employment position decisions of agencies and organizations under their management. To carry out the e-government development, closely linking with the PAR in order to increase the efficiency and sustainability. To urgently review and connect document management and administration software of affiliated units, ensuring 100% connection with 4 administrative levels. To effectively perform public investment in the province; strive to complete the disbursement of 100% of the plan for public investment in 2020. It is necessary to divide public investment projects according to the progress criterion, according to which: Group 1 is completed projects, with volume, it is necessary to complete payment and settlement procedures; group 2 is the projects that can be completed, but if there are still problems, it should be clearly indicated at what stage and whose authority to focus on solving. The projects that are unlikely to be completed or the progress is too slow and having problems with the ground, procedures ... are determined to transfer capital to the projects capable of completion. Heads of government at all levels actively review, remove or propose competent authorities to solve problems related to investment procedures when implementing programs, projects and disbursing public investment capital.

Regarding the proposals and recommendations of the province, the Standing Deputy Prime Minister asked functional ministries and branches to synthesize and report to the Government and the Prime Minister for consideration.
