Hung Yen: The social policy credit capital has been lent at over 99% of the year plan

On July 20, the Representative Board of the Board of Directors of Vietnam Bank for Social Policies (VBSP) held a conference to evaluate the operation results in the second quarter and implement the tasks for the third quarter of 2020. Mr. Dang Ngoc Quynh, Member of the Provincial Standing Committee, Standing Vice Chairman of the Provincial People's Committee, Head of the Representative Board of the Board of Directors of the Provincial Social Policy Bank chaired the conference.

In the second quarter, the Representative Board of the Board of Directors of the Provincial Social Policy Bank promptly carried out the central and provincial directives on social policy credit for poor households and other policy beneficiaries. The total source of social policy credit in the province by the end of June 2020 has reached over 2,884 billion VND, seeing an increase of 4.2% as compared to December 31, 2019, fulfilling 99% of the plan in 2020. Total outstanding loans till the end of June 2020 have reached over 2,873 billion VND, seeing an increase of 4.1% as compared to December 31, 2019, reaching 99.2% of the plan in 2020.

The VBSP - Hung Yen Branch has well performed the assigned credit targets and disbursed to timely meet the demand for loans of beneficiaries, contributing to pushing back "black" credit activities in the area. At the same time, to review and synthesize the losses of borrowers affected by the Covid-19 epidemic in accordance with Document No. 1349 / NHCS-TDNN dated 13/3/2020 of the General Director of VBSP to promptly apply supporting measures and remove difficulties for customers. In the first 6 months of 2020, in the whole province, there are 15,223 turns of poor households and other social policy beneficiaries are loaned. Social policy credit capital has helped 5,162 households to escape poverty; created jobs for 1,348 workers; contributing to the construction of 15,514 rural clean water and environmental works; helping 106 households with the loans from social houses program and nearly 1,000 households in difficult circumstances to continue their children's education at universities, colleges and vocational schools.

In the third quarter of 2020, the Representative Board of the Board of Directors of the Provincial Social Policy Bank focuses on performing the following main tasks: To continue to consult with the Party Committee and local authorities to well implement Directive 40 - CT / TW dated November 22, 2014 by the Secretariat on strengthening the Party's leadership over social policy credit. To perform effectively social policy credit programs in the area. To regularly inspect and urge units to well carry out the plan targets on capital sources and outstanding loans to operate the VBSP for the right purpose. To speed up the inspection and supervision in order to promptly detect violations and weaknesses, and ensure the safety of the social policy credit capital.

Speaking at the conference, Mr. Dang Ngoc Quynh, Standing Vice Chairman of the Provincial People's Committee, requested that: Members of the Representative Board of the Board of Directors promote the sense of responsibility, enhance inspection, supervision and management of the use of social policy credit capital in the area. The entrusted associations and unions coordinate with VBSP - Hung Yen Branch and local authorities to improve the quality of operations of savings and loans groups, ensuring the loans coming to the right subjects and in accordance with regulations. At the same time, promoting the propagation of guidelines and policies of the Party and the State on preferential credit programs for people to capture and access the capital favorably and use it effectively, according to the right purpose.
