On the afternoon of December 22, 2020, at the Hall of the Provincial People's Council – the Provincial People's Committee, the People's Council of Hung Yen province, term 16 held the 15th session - the irregular meeting. In the attendance were Mr. Do Tien Sy, Member of the Party Central Committee, Provincial Party Secretary, Head of the Provincial Delegation of the National Assembly; Mr. Nguyen Duy Hung, Permanent Deputy Secretary of the Provincial Party Committee; Mr. Tran Quoc Toan, Deputy Party Secretary, Chairman of the Provincial People's Council; Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee; members in the Provincial Delegation of the National Assembly; Members of the Provincial Standing Committee; Standing members of the People's Council, the People's Committee, Vietnam Fatherland Front Committee of the province; leaders of departments, agencies, branches and unions of the province; leaders of districts, city and towns.

Speaking at the meeting, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: The key task at this Session is to discuss, consider and give opinions of the Report on the implementation of the 5-year socio-economic development Plan in the 2016-2020 period and the expected 5-year socio-economic development Plan for the period of 2021- 2025. The participants in the meeting closely follow the targets and tasks approved by the 19th Provincial Party Congress, term 2020 - 2025 to focus on research and thorough analysis on the achievements of the socio-economic development in the past 5 years as well as the tasks and solutions for the next 5 years. At the same time, some contents of the report of the Provincial People's Committee are considered and decided as follows: Approving the policy of a number of investment projects under its jurisdiction; ratifying the list of projects that need land acquisition and approving the projects using less than 10 ha of rice land in the province by 2021; considering and ratifying the Project on development of supporting industries in Hung Yen province to 2025, with an orientation to 2030; setting the labor day allowance for the militia and self-defense forces and approving the project "Organizing forces, training, operating and ensuring the policy regime for the militia and self-defense forces in the period of 2021-2025"; abolishing the Resolution No. 131/2017 / NQ-HDND dated 8/12/2017 of the Provincial People's Council on the implementation of the policy of attracting full-time university graduates to work as civil servants in communes, wards and towns in the period of 2018-2021; considering and consolidating the personnel of the Provincial People's Committee for the 2016-2021 tenure according to regulations.

On behalf of the Provincial People's Committee, Standing Vice Chairman Dang Ngoc Quynh presented the Report on the implementation of the 5-year socio-economic development Plan in 2016-2020; the expected 5-year socio-economic development Plan for the period of 2021- 2025 and the draft resolution on the socio-economic development for 5 years of 2021-2025.

Accordingly, in the 05 years of 2016-2020, the economy maintains stable development with the gradually improving quality of growth, the size and potential of the economy have increased. Total products in the province by 2020 at current prices are estimated to reach at 100,038 billion VND, equaling 1.69 times as compared to 2015. The average indexes in the period of 2016-2020 are: The economic growth rate is 8.32% / year (Target: up 7.5-8% / year). Annual budget revenue has exceeded the plan assigned by the Central since 2017; the province has balanced revenue and expenditure by itself and contributed to the central budget.

By 2020, the economic structure is as follows: Industry, construction: 61.6% - trade, service: 29.11% - agriculture: 9.29%. Total product per capita reaches 78.83 million VND (Target: 75 million VND), equal to 1.6 times in 2015; State budget revenue attains 15,500 billion VND, of which: Import-export tax revenue: 3,500 billion VND; domestic revenue: VND 12,000 billion. Export value reaches 4.5 billion USD (Target: 5 billion USD). The average obtained value per ha of cultivated land gets over 210 million VND (Target: 210 million VND). The poverty rate is 1.48% (Target: 2%). The rate of trained workers reaches 65% (Target: 65%). 100% of communes, wards and towns meet the national health standards (Target: 100%). Population growth rate is over 1% (Target: less than 1%). The proportion of people with health insurance cards reaches 90.5% (Target: over 80%). The percentage of households using clean water gets 100% (of which 90% have access to use clean water). The rate of cultural villages and quarters reaches 88.7% (Target: 87%); cultural families: 91.5% (Target: 90%). To complete the construction of a new countryside at the commune level, achieve a new countryside at district and provincial levels. The rate of urbanization attains 41% (Target: 40.5%). My Hao district is recognized as a town; the Nhu Quynh expanded town area (Van Lam district) is recognized as meeting the grade IV urban criteria.

The agricultural production restructuring has been focused on and well developed; the agricultural production value in 2020 has increased 1.15 times as compared to 2015. The average growth rate of agricultural and fishery production value in the period of 2016-2020 is estimated to reach at 2.87% / year. The tasks and solutions are synchronously and effectively performed to improve the investment environment, remove difficulties to promote the development of production and business. In the 2016-2020 period, the industrial production index increases by an average of 10% / year (Target: up 9-10%); the industrial production value in 2020 is 1.63 times higher than that of 2015. The value of trade and service production in 2020 increases by 1.4 times as compared to 2015; the average period of 2016-2020: the production value of trade and service increases 7.02% / year, the total retail sales of goods and services raises 9.82% / year. The budget revenue and expenditure are focused on performance and achieved positive results. The average growth rate of budget revenue reaches 14.8% / year; total budget revenue in the 2016-2020 period attains VND 66,258 billion (of which domestic revenue accounts for over 74%), seeing an increase of more than 2 times of total budget revenue in the period of 2011-2015. In the 2016-2020 period, the province focuses on attracting investment in industrial zones and clusters, selectively receiving projects; attracting more projects with large investment capital and advanced technology. The results are as follows: 844 newly investment projects, up 39.04% as compared to the period of 2011 - 2015, bringing the total number of projects registering for investment in the province to 1,996 projects. The total development and investment capital in the 2016-2020 period reaches over 157,000 billion VND (Target: 150,000 billion VND), contributing to the rapid development of the local socio-economic infrastructure system. Traffic infrastructure system is interested in investing and developing strongly. Up to now, more than 1,164 km of roads at all levels have been completely invested. Socio-culture continues to be concerned and made many progress. The comprehensive education quality has been raised, the scale and network have developed balancedly. There are 403 national standard schools, seeing an increase of 138 schools as compared to 2015. The development of culture, sports and tourism has prospered, traditional cultural values ​​of the nation have been inherited and promoted. The medical work and health care for the people have been strengthened. The measures to prevent and control the epidemic are actively and proactively taken, preventing major epidemics from happening, especially with initial success in preventing Covid-19 epidemic; the rate of people participating in health insurance has increased over the years, the rate of health insurance coverage reaches 91.5%. Social security work is interested in performing, regimes and policies for people with meritorious service to the revolution are carried out synchronously, fully and promptly. The movement "Paying gratitude" continues to develop. Local military and defense work are focused on directing and carrying out comprehensively and effectively; the entire people's defense posture associated with the people's security posture is maintained. The work of ensuring security, maintaining social order and safety is concentrated and directed. To effectively fight with all kinds of crimes and violations of the law, frequently organize attacks to suppress criminals; step up the movement "All people protect national security", build a solid people's security posture in the local area. Administrative reform has been carried out synchronously and drastically at all levels and branches. The administrative procedures have been updated, announced and fully publicized according to regulations; in the 2015-2020 period, the province has 11 plans to simplify administrative procedures to propose ministries and branches at the central level to reduce; in 2019, the Provincial Public Administration Service Center came into operation, received and handled 1,500 administrative procedures very transparently and professionally.

Regarding the 5-year socio-economic development Plan for 2021-2025, the Standing Vice Chairman of the Provincial People's Committee emphasized the overall goal as: To actively innovate, create and promote comprehensive, fast and sustainable development. To mobilize and efficiently use resources for local socio-economic development; focus on attracting investment in accordance with planning, giving priority to large-scale projects, making many contributions to growth and budget revenue, developing high-tech industries, high-value-added and modern industries; ensure proactive budget balancing. To step up the construction of socio-economic infrastructure, trade, services and urban areas, take more emphasis in key areas to speed up the spread of development. To continue to promote agricultural structure towards concentrated production with high economic efficiency. To pay attention to investing in developing cultural - social fields, improving the quality of human resources. To continue to improve people's living standards; ensure national defense and security, build Hung Yen into a modern industrial province, with high efficiency in agriculture, rapid and sustainable development. The Standing Vice Chairman of the Provincial People's Committee clearly stated the main targets of economy, society, environment and administrative governance; as well as the key tasks and solutions.

Also at the Session, the People's Committee of the province has presented reports and draft resolutions on: The report and draft resolution on approving the list of projects requiring land acquisition and the ones using paddy land under 10 ha in the province in 2021 and ratifying the land acquisition project in Vinh Khuc commune, Van Giang district to auction the land use rights for people to build houses (due to the change of scale and location) ; the report and draft resolution on approving the Project on the development of supporting industries in Hung Yen province to 2025, with an orientation to 2030; the report and draft resolution on ratifying the investment policy of the project of the prolonged Southern backbone of Pho Hien University area (the section from the road connecting two highways to the district road No. 72); the report and draft resolution on approving the investment policy of the Project of the North-South backbone of Pho Hien University area (the section from Trung Nghia commune to the Southern trunk road); the report and draft resolution on approving the investment policy of Pho Noi industrial park's trading services and housing complex area project in Nghia Hiep commune, Yen My district; the report and draft resolution on stipulating the working day allowance for the militia and self-defense forces and approving the project “Organizing forces, training, operating and ensuring policy regime for the militia and self-defense forces for the period of 2021-2025 ”; the report and draft resolution on abolishing the Resolution No. 131/2017 / NQ-HDND dated 8/12/2017 of the Provincial People's Council on the implementation of policy to attract full-time university graduates to become civil servants in communes, wards and towns for the period of 2018-2021; the report and draft resolution on the assignment of civil servants and contract workers according to the Decree No. 68/2000 / ND-CP in State administrative agencies and organizations of Hung Yen province in 2021; the report and draft resolution on the assignment and temporary assignment of the number of employees and contract laborers under the Decree No. 68/2000 / ND-CP in public non-business units and associations supported operating costs according to the number of working people by the State in 2021.

After that, the meeting held a vote to dismiss the member of the Provincial People's Committee term 16, in the period of 2016-2021 for Mr. Le Xuan Tien, Member of the Provincial Standing Committee, Head of the Provincial Party Committee for Propaganda and Education, former Director of the Department of Finance due to Mr. Le Xuan Tien is assigned to another job. At the same time, delegates of the Provincial People's Council unanimously voted to appoint Mr. Nguyen Duc Tai, Member of the Provincial Party Committee, Director of the Department of Finance as a member of the Provincial People's Committee term 16, in the period of 2016-2021.

After a period of urgent and serious work, the 15th Session, the Provincial People's Council term 16 has completed all the proposed contents and programs. 100% of the delegates of the Provincial People's Council have highly unanimously voted to pass through 10 thematic resolutions.

Speaking at the closing session, Chairman of the Provincial People's Council Tran Quoc Toan asked the Provincial People's Committee to actively direct branches and localities to give specific plans to carry out the approved resolutions, continue to direct relevant agencies to collect comments of the Provincial People's Council’s delegates at the meeting to supplement and complete solutions to perform the socio-economic development tasks in the coming time. The Standing members of the Provincial People's Council, the Boards of the Provincial People's Council, the delegate groups of the Provincial People's Council, the delegates of the Provincial People's Council, intensify monitoring activities, ensure the serious and effective implementation of the approved Resolutions of the Provincial People's Council. To uphold the responsibilities, listen to the wishes of voters and the People; promptly grasp difficulties and problems in the practice of performing resolutions to reflect and propose to the Provincial People's Council to consider and adjust to suit the local real situation and in accordance with regulations under the law. The People's Councils at all levels need to prepare well for the task of summarizing the operation of the People's Councils for the 2016-2021 term and focus on preparing for the election of deputies to the 15th National Assembly and the People's Councils at all levels for the term of 2021 – 2026, which takes place on May 23, 2021, ensuring concentration, democracy and achieving the highest results.

The task in 2021 is very heavy, in the difficult economic context; the delegates of the Provincial People's Council, authorities at all levels and sectors, the Vietnam Fatherland Front of the province, unions and the People are proposed to enhance solidarity, promote responsibilities to well perform the tasks, solutions and goals of the socio-economic development in 2021 as well as the tasks of the next 5 years that the Provincial People's Council has just passed with the highest political determination, contributing to the successful implementation of the goals of the Resolution of the 19th Provincial Party Congress, that has been set up right from the first year of the term.
