To continue to strictly perform measures to prevent and control the Covid-19 epidemic in the new situation

On 9/10/2020, the Provincial People's Committee issued the Official Letter No. 2730 / UBND-KGVX on continuing to strictly implement measures to prevent and control the Covid-19 epidemic in the new situation.

Accordingly, to firmly maintain the achievements of the epidemic prevention and control, create a basis for promoting economic recovery and development activities, protect people's health and actively respond to the epidemic in the new situation, the Provincial People's Committee requests heads of provincial departments, agencies, branches and unions; Chairmen of the People's Committees of districts and communes; heads of agencies, units, localities, businesses, hospitals, schools, urban areas, monuments, entertainment areas; religious establishments, apartments, supermarkets, people's markets, shops, restaurants and the whole people to continue to thoroughly grasp, seriously perform the epidemic prevention and control as well as the socio-economic development; continue to uphold vigilance, absolutely not neglect and be subjective to the disease's risks; strictly carry out epidemic prevention and control measures in accordance with the instructions at the Prime Minister's Official Telegram No. 1300 / CD-TTg dated September 24, 2020 on the Covid-19 epidemic prevention and control and guiding documents of the Central Government, the Provincial Party Committee, the Provincial People's Committee and the Telegram No. 2491 / CD-CTUBND dated September 18, 2020 of the Chairman of the Provincial People's Committee, which focuses on such main following contents as:

- To strictly wear a mask when leaving home, at crowded places and on public transport; wash hands often with soap or an antiseptic solution; restrict crowds in public places if not necessary; keep a safe distance from contact; make medical declaration according to regulations.

- To strictly perform epidemic prevention and control in densely populated areas, the areas with frequent gathering of people, schools, industrial parks, markets, supermarkets, restaurants, coffee shops, karaoke bars, quarantine facilities and the ones at risk of the epidemic; pay special attention to ensure safety, prevent the epidemic from spreading in medical establishments; immediately examine subjects with symptoms of cough, fever and shortness of breath in the community; pay attention to safety measures for the elderly and people with background pathology.

- To review, update and supplement the scenarios  to response to the epidemic and finish before October 20, 2020; organize training in response measures to disease situations that may occur. To ensure that facilities and human resources meet epidemic prevention and control requirements.

- Each agency, unit or organization must have a specific epidemic prevention and control plan, which is completed before October 20, 2020; regularly review, inspect and evaluate the safety level of epidemic prevention and control according to criteria set by the Ministry of Health. The head of an agency or unit is responsible for epidemic prevention and control at the agency, unit and within the management.

- In case of epidemic outbreaks, focus on directing the implementation of measures for compact zoning, thorough isolation, testing at the necessary range, prompt tracing in time, ensuring prevention and determining not to let the epidemic spread on a large scale.

- To strengthen inspection and self-examination, ensure 100% of agencies, units and localities to perform periodic self-inspection; promptly rectify and ensure the full and serious implementation of epidemic prevention and control measures within the scope of management; strictly handle violations. Agencies, units and localities are responsible for the results of performing recommendations of inspection agencies about the limitations and shortcomings in epidemic prevention and control of units.

In addition, the Provincial People's Committee assigns a number of specific tasks in the prevention and control of Covid-19 epidemic to a number of departments branches or units as follows: the Department of Health; the Provincial police; the Provincial Military Command; the Department of Labor, War Invalids and Social Affairs; the People's Committees of districts, towns and city.
