The General Department of Natural Disaster Prevention and Control examines the progress of the investment project to upgrade the Luoc River’s dyke

On July 3, the delegation of the General Department of Natural Disaster Prevention and Control, led by Mr. Tran Quang Hoai, General Director of the General Department of Natural Disaster Prevention and Control, checked the progress of the investment project to upgrade the Luoc River’s dyke from the section at K120 + 600 of the Red River’s dyke to the section at K20 + 700 of the Luoc River’s dyke. The delegation was received by and worked with Mr. Nguyen Van Phong, Deputy Party Secretary, Chairman of the provincial People's Committee.

According to the report of the Department of Agriculture and Rural Development, up to now, the project to upgrade the Luoc River’s dyke has been done at 60% of the workload. According to the general assessment, the work’s quality is relatively secure. However, in the implementation process, the construction unit and investor have discovered some points to be adjusted to improve the quality and efficiency of the project, specifically: Adjusting the route of some sections passing through the residential areas, expanding the slope up to the dyke and some intersections; adjusting and adding the structure of Doc Da border gate; adjusting, supplementing, repairing and urgently upgrading Trieu Duong culvert...

At the working session, Mr. Tran Quang Hoai, General Director of the General Department of Natural Disaster Prevention and Control highly appreciated the progress and quality of the project and commented on some points that need overcoming to ensure the security for the entire dike line during the construction and after completion.

For the issues proposed to be adjusted and supplemented in the project, he asked the province to soon complete the dossiers and procedures in accordance with the law. Besides, after the construction is completed, the province needs to place the warning signs of weak points, the cracked and broken ones and installs the monitoring devices on the dike lines. The violations of dykes should be resolutely handled to ensure the safety during the rainy and stormy season...

Speaking at the working session, Mr. Nguyen Van Phong, Chairman of the provincial People's Committee affirmed that the project to upgrade the Luoc river’s dyke is a multi-purpose project with great significance for the province's socio-economic development. Therefore, the province has always fiercely directed to ensure the progress and quality. He requested the provincial Department of Dyke Management and Flood, Storm Control (Department of Agriculture and Rural Development) to strengthen the inspection and supervision of the construction, promptly detect, handle or report the competent authorities to handle the problems arising during construction. For the arising issues that need adjusting and supplementing, the provincial Department of Dyke Management and Flood, Storm Control should soon complete the plans to submit to competent authorities for appraisal and approval in accordance with the provisions of law; the dyke protection plans after investment need to be urgently implemented. Besides, the functional branches and the People's Committees of districts and city need to actively propagate and mobilize the investment resources to build the environmental landscapes on the dikes of the Red and Luoc Rivers through the province into a model dyke line...
