On July 2 morning, in Ha Noi, the teleconference of the Government with localities was held to evaluate the socio-economic situation in the first six months of 2018 and set targets and major solutions to successfully implement the socio-economic development tasks in the last six months of the year. Prime Minister Nguyen Xuan Phuc chaired the conference.

Speaking at the opening, Prime Minister Nguyen Xuan Phuc stressed that this is an important conference to clarify the socio-economic situation in the first six months, the achievements, the limitations, weak points and tasks, solutions for the socio-economic development in the last six months of the year. He asked the delegates to focus on discussing18 major issues such as inflation control, macroeconomic stability, the development of supporting industries, urban areas, private economy, enhancing the discipline in administrative work, the improvement of the business investment environment, ensuring the social security and safety, other urgent social issues, etc. The localities pointed out difficulties, obstacles and leaders of ministries clearly stated the guidelines, measures and solution orientations.

According to the General Statistics Office (GSO), the gross domestic product (GDP) in the first half of 2018 is estimated to increase by 7.08% over the same period last year, seeing the highest increase in the first six months from 2011 until now. The comprehensive growth in all three sectors: agriculture, forestry and fishery. The main contributor to the overall growth is the manufacturing and processing industry, rising by more than 13%. In terms of consumption, the demand continues to increase and the surplus trade balance shows the continuous growth. State budget revenue is estimated to reach at VND 652 trillion, equal to 49.4% of the estimate and up 14.3% over the same period.

Total investment capital of the whole society is estimated to reach at over 747 trillion VND, equal to 32.9% of GDP and up 10.1% over the same period, of which the non-state sector accounts for the largest share (41.3%) and sees the highest increase (17.5%), reflecting the judiciousness and reality of the Party's policies in developing the private economy sector. Generally, in the first six months of the year, there are over 64.5 thousand newly established enterprises with the registered capital of nearly 649 trillion VND, up 5.3% in enterprises and 8.9% in registered capital over the same period in 2017. Total export turnover of goods in six months is estimated to gain at 225.1 billion VND, up 13% over the same period. In general, the socio-economic situation in June and in the first six months of the year is positive, macro economy is stable, seeing the highest increase in the economic growth in six months from 2011 until now; the investment, production and business activities and enterprise development have maintained a good growth, the social situation is stable, showing the efficiency in the direction and administration of the Government. However, according to the Ministry of Planning and Investment, some issues in the economy still need considering. The GDP growth rate in 2018 tends to decrease from 7.45% in the first quarter (after re-evaluation) to 6.79% in the second quarter and 7.08% in six months. Although it is still at good level, to achieve the target of 6.7%, it is necessary to strive harder and harder to reach about 6.53% in the third quarter and 6.36% in the fourth quarter. The reason is that in the last quarter of 2017, it has achieved very high growth, so if the growth of the last quarter of 2018 reaches over 6%, it will be very positive. Some international organizations still forecast that Vietnam's growth in 2018 is quite good, for example, the International Monetary Fund forecasts Vietnam to reach about 6.6%, which is quite good as compared to other countries in the region. Inflation remains under control. However, in consecutive two months of May and June, the CPI has increased significantly as compared with that in the previous month, in May, it is 0.55%, in June, it is 0.61%. This is a high increase, if it continues, it will be difficult to control the average CPI target of the whole year to reach less than 4%. World oil prices have tended to pause, which reduces the pressure on prices, inflation in the country and production stimulation. However, two rounds of prices may rise, which are the beginning of the new school year and the last months of the year. The economic and trade situation in the world in the last six months of the year is supposed to slow down but it is still at a fairly good level. However, many experts warn that the world economy will not maintain a good growth by 2019 and have a great impact on developing countries and major exporters, including Vietnam. According to the Ministry of Planning and Investment, it is necessary to have the preventive measures and options to maintain macroeconomic stability and reasonable economic growth, focusing on speeding up the restructure of the economy, promoting quality development in all sectors and fields, thereby increasing the resilience of the economy to unpredictable changes in the world economy and trade. In addition, the natural disasters, fire, explosion and traffic accidents occur complicatedly. Early floods have occurred in the northern mountainous provinces, especially in Ha Giang, Lai Chau and Lao Cai, causing serious damage in people and property. Natural disasters in the first six months cause 33 deaths and disappeared people, the losses are estimated to reach about 808 billion VND. In the hot summer and the upcoming rainy season, the prevention of natural disasters, fire, explosion and traffic accidents needs taking special attention in order to minimize the damage, ensure the social stability and protect the achievements of socio-economic development in recent time.

At the conference, leaders of some localities, representatives of the ministries and agencies delivered their speeches to clarify the achievements and solutions to carry out the tasks of the socio-economic development of the whole country in the last six months of 2018.

At the conference, the delegates listened to the Ministers, Head of the Government Office reporting briefly on the review of the Government's direction and administration, the e-government building, the performance of tasks and the inspection results of the Prime Minister's working group in the first six months of 2018.

In conclusion, the Prime Minister highly appreciated the enthusiastic proposals of the delegates. He requested the ministries, branches and localities in the whole country to closely coordinate, flexibly control and comprehensively implement the solutions to stabilize the macro economy and ensure the growth targets according to the scenarios set out. To promote rapid development of key areas and large projects.  To speed ​​up the disbursement of public investment capital, to continue reforming administrative procedures. To well implement the social security policy, to raise the efficiency of citizen reception, to take initiative in handling complex security and order cases and a number of other tasks.
