The socio-economic situation of Hung Yen province in June and in six months of 2018

In the first 6 months of 2018, the economy continues to grow, with a lot of favorable factors such as: the business and investment environment has been improved, the economic integration is deepen, boosting the foreign direct investment and private investment, especially the successful signing of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership - CPTPP has created favorable conditions and promoted the domestic production and business. However, beside the advantages of the economy, there are still such a lot of difficulties and challenges as: the competitiveness of enterprises has not improved much; limited resources; complicated weather conditions and epidemics, ... With the efforts of all levels and branches, the organizations, enterprises and people have brought into full play the advantages and overcome difficulties, in the first 6 months of 2018, the socio-economic development has gained the following major results:

1. The economic growth rate (GRDP) increased by 8.68% (the whole year plan: 8.2%);

2. Industrial production index rose by 9.63% (the whole year plan: 9.0%);

3. Total investment capital for development in the province reached VND 14,069 billion, up 9.33%;

4. The number of foreign - invested projects: 16 projects, the registered capital: 49.5 million USD;

5. Total retail sales of goods and services reached VND15, 028 billion, up 10.91%;

6. The average CPI increased by 5.03% over the same period last year;

7. The budget revenue reached VND 5,284 billion, the domestic revenue: VND 4, 350 billion.

8. Outstanding loans reached VND 51,737 billion, up 3.19%.

9. Passenger transport reached 418.645 thousand person /Km, seeing an increase of 9.26%

10. Cargo transport reached 502.331 thousand tons /Km, up 10.55%.

1. Economic growth

In the first half of 2018, as compared to the prices in 2010, gross regional domestic product (GRDP) is estimated to increase by 8.68% over the same period last year (the whole year plan: 8.2%). In recent years, it is the highest growth rate, higher than that of the whole country and the province has a relatively high growth rate as compared to other provinces in the region.

In the overall growth of the economy, agriculture, forestry and fishery increased by 2.89% and contributed 0.36 % to the overall growth; industry and construction rose by 10.09% and contributed 5.23% to the total one; commerce and service up 8.68% and contributed 3.09 % to the total one.

Thus, in the first six months of this year, the province's economy continues to grow steadily in all three areas, the highest growth is in the industrial and construction sector, the newly running enterprises have contributed fairly to the growth of this area; the agriculture, forestry and fishery sector is facing many difficulties due to the decrease in the cultivation area of ​​annual crops, but the productivity of some crops is still stable, the price of pig meat from the beginning of the year has increased dramatically, encouraging people to develop the herd of pigs and poultry so the agricultural sector has good growth rate; the trade and service sector has maintained a good growth rate.

2. Agricultural production, forestry and fishery

a. Crop

For annual crops: At the end of the winter-spring crop of 2018, the total cultivation area of ​​annual crops is 52,857 ha, decreasing by 6.5% as compared to the same period of 2017 (down 3,674 ha). The cultivation area of ​​some main crops is as follows: spring rice reached 33,374 ha, down 5.74% as compared to the same period last year (down 2,033 ha); maize area: 5,306 ha, down 15.01% over the same period (down 937 ha); tubers with powder: 468 ha, down 10.39% (down 54 ha), of which sweet potatoes: 397 ha, down 13.71% as compared with the same period; trees with oil-in-seed: 1,413 ha, down 21.43% over the same period (down 677 ha), of which: peanuts: 677 ha, down 6.12%; soybean: 728 ha, down 32.02%; vegetables, beans, flowers and ornamental trees: 11,436 ha, down 1.19% (down 138 ha), of which vegetables: 9,562 ha, down 0.4% (down 39 ha); beans: 376 ha, down 29.56% (down 158 ha); the area of ​​flowers and ornamental trees: 1,499 ha, up 4.04% (up 58 ha); spices and medicinal plants: 593 ha, down 29.24% (down 245 ha); other annual crops: 266 ha, plants made as food for cattle: 228 ha. Most of the cultivation area of winter-spring crop has reduced, due to the fact that some households have shifted planting ​​the perennial crops (longan, banana, orange, turmeric ...), combined with aquaculture with high yield and economic efficiency, ceded land for the construction of factories and done farming economy, ...

In the winter-spring crop 2018, favorable weather conditions have facilitated the rice to grow and develop, on the other hand, the pest forecasting and control is timely so the pest and disease cause less harm. The yield of winter-spring rice in 2018 is 671 quintals / ha, increased by 1.16 quintals / ha as compared to the same period last year and it is supposed to have a good crop; the yield of maize: 59.46 quintals / ha, up 1.05 quintals / ha; sweet potato: 154.08 quintals / ha, up 6.46 quintals / ha; peanut: 34.25 quintals / ha, up 1.02 quintals / ha; soybean: 20.95 quintals / ha, up 1.02 quintals / ha; vegetables: 249 quintals / ha, up 10.99 quintals / ha; beans: 21.06 quintals / ha, up 0.75 quintals / ha.

The crop yields are as follows: rice: 223,645 tons, down 4.08% year-on-year (down 9,523 tons), due to the decrease in the rice area; maize: 31,550 tons, down 13.48% over the same period (down 4,917 tons); peanut: 2,320 tons, down 5.23% over the same period (down 128 tons); soybean: 1,525 tons, down 28.54 % year-on-year (down 609 tons); vegetable: 238,160 tons, up 4.19% year-on-year (up 9,588 tons).

According to the report on the production of the spring crop until June 22, local farmers have already harvested the ​​spring rice; the area of ​​harvesting vegetables: 6,696 ha; the dug land area for the first time: 26,080 ha, the dug land area for the second time: 6,750 ha; the seeding area of the summer – autumn crop: 2,633 ha, seeding area: 2,190ha; the germination area on hard background: 220 ha; direct seeding area: ​​1,110 ha; the area of vegetables in summer, summer-autumn crops: 1,830 ha.

Perennial trees: mainly fruit trees (no industrial trees). At present, the area of ​​fruit trees in the first 6 months of 2018 continues to be expanded strongly. In the beginning of 2018, the province has planted 320,000 trees, including 285,000 fruit trees and 35,000 shade trees and timbers. The area of ​​perennial crops is 11,844 ha, seeing an increase of 1,493 ha or 14.42% over the same period last year. In particular, the area of fruit trees mainly increased by 1,388 ha. The area of some fruit trees increased higher than that as compared with the same period last year: banana: up 178 ha (up 8.44%); guava: up 145 ha (up 34.08%); orange: up 109 ha (up 7.19%); pomelo: up 327 ha (up 39.26%); kumquat: up 31 ha (up 37.51%); apple: up 50 ha (up 16.32%); longan: up 447 ha (up 11.58%); litchi: up 144 ha (up 32.88%); turmeric: up 189 hectares over the same period last year. Banana, orange, lemon, grapefruit, kumquat and apple are mainly grown in Khoai Chau, Van Giang, Kim Dong and Yen My districts, Hung Yen city; guava in Van Giang district; litchi in Phu Cu district; tumeric in Khoai Chau district. Nowadays, longans, which are the strength of the province and suitable for the local land, are being planted expansively in most of the districts in the province. The yield of some main crops is as follows: banana: 32,750 tons, seeing an increase of 2,736 tons (up 9.12%); guava: 4,548 tons, up 277 tons (up 6.48%); orange: 20,150 tons, up 2,800 tons (up 16.14%); lemon: 450 tons, up 95 tons (up 26.76%); apple: 5,620 tons, up 49.9% over the same period last year.

b. Breed

Since the beginning of the year, the vaccination for disease prevention and control for herds of cattle and poultry in the province has been implemented regularly, synchronously and timely so no disease such as avian influenza, foot and mouth disease, blue ear disease occurs. Disease prevention and control have been implemented effectively, especially the propaganda and advocacy for breeders to raise their awareness of epidemic prevention, sustainable and safe breeding. Based on the report of functional branches, in this spring crop, the Department of Animal Health has delivered enough vaccines for localities, registered and implemented vaccination in time to ensure the plan. In particular, 20,780 doses of vaccines against hemorrhagic septicemia were vaccinated for buffalo and cow; over 710,000 doses of vaccines against cholera, hemorrhagic septicemia for pigs; 70,000 doses of vaccines against foot and mouth disease for cattle (buffaloes, cows, pigs, goats). By May 30, localities in the province have completed the second vaccination for cattle herd. Buffaloes, cows, sows and boars are the ones to be injected this time, reviewed and synthesized by local veterinarians to avoid missing out or ineligible subjects in previous vaccination. The vaccination was conducted urgently and completed early in a week, ensuring the progress and quality of injection; timely prevent the risk of disease outbreak.

As a result of the livestock survey at the time of 01/4, the herds of livestock and poultry and the production output increased over the same period last year. Specifically as follows: buffalo herd: 2,755, up 0.8%, the output of buffalo meat: 155 tons, up 1.31%; cow herd: 35,251, up 2.68%, beef output: 1,905 tons, up 5.95%; pig herd: 559,988, down 4.62%, the output of pig meat: 53,807 tons, up 1.42%; poultry herd: 7.879 thousand, up 2.43%, the poultry meat output: 14,921 tons, up 3.57%. At present, the pig breeding starts to recover strongly when the price of pig meat increases, with nearly 1,000 pig farms in Hung Yen, the number of pig herds is expected to increase in the coming time. The poultry breeding keeps stable and well develops.

c. Fishery

The area of ​​aquaculture in 6 months reached 2,925 ha, up 1.04% over the same period last year, of which mainly fish farming area is 2,831 ha, there is no extensive farming area and the improved one. Fishery production in the province is increasingly interested in so the fishery extension continues to be paid attention to and actively implemented. Fishery output in the first 6 months of 2018 is estimated to reach at 20,517 tons, up 4.69% over the same period last year, of which exploited output: 345 tons; aquaculture output: 20,172 tons, up 4.83% over the same period.

3. Industrial production

Industrial production index in June increased by 14.07% over the same period last year, of which: mining industry decreased by 23.85%; processing and manufacturing increased by 13.48%; electricity production and distribution increased by 12.45%; water supply, waste and wastewater management and treatment increased by 12.94%. Some industrial products in the month increased over the same period last year such as: clothing increased by 15.12%; paint and varnish soluble in water rose by 14.48%; plastic packaging increased by 11.26%; the remaining plastic products not classified up 11.23%; brick made of clay up 6.61%; iron and steel increased by 1.75%; integrated electronic circuit rose by 7.55%; mono wire in rolls increased by 3.04%; washing machines for clothes laundry increased by 16.97%; motor vehicles for goods transportation rose by 20.06%; other parts of motor vehicles up 4.66%; commercial electricity increased by 6.44%.

Generally for the first six months of 2018, industrial production index increased by 9.63% over the same period last year. Of which: mining (sand) industry decreased by 24.08%; processing and manufacturing increased by 9.53%; electricity production and distribution rose by 11.82%; water supply, waste and wastewater management and treatment up 10.23%. Some industrial products increased over the same period last year as follows: noodles, vermicelli, instant porridge increased by 8.41%; clothing rose by 12.89%; boxes, paper boxes of all kinds up 13.25%; paint and varnish soluble in water increased by 12.2%; plastic products rose by 12.45%; brick made of clay up 4.15%; iron and steel increased by 10.04%; integrated electronic circuit rose by 11.31%; mono wire in rolls up 8.44%; motor vehicles for goods transportation increased by 12.48%; commercial electricity rose by 11.82%.

4. Trade and services

a. Total retail sales of goods and revenue from consumer services

Total retail sales of goods and services in June are estimated to reach at VND 2.540,007 million, up 9.94% over the same month last year. Of which: State-owned sector: VND 5.159 million, up 4.53%; collective economy: VND 728 million, up 21.94%; individual economy: VND 1,632,126 million, up 11.64%; private sector: VND 853,293 million, up 6.56%; foreign - invested capital: VND 48,702 million, up 15.65% over the same period last year. Generally for the first six months of 2018, total retail sales of goods are estimated to reach at VND 15,028,359 million, up 10.91% over the same period last year. Of which, state-owned sector: 29,915 million VND, down 4.2%; collective economy: VND4, 241 million, up 21.14%; individual economy: VND 9,804,013 million, up 11.96%; private sector: VND4, 907,535 million, up 8.73%; foreign - invested capital: VND 282,655 million, up 15.18%.

The retail turnover of goods in the first six months is estimated to reach at VND12, 156,193 million, accounting for 80.89% of total retail sales of goods and services and up 11.18% over the same period last year. Of which: retail turnover of food increased by 13.42%; garments rose by 13.2%; home appliances up 14.92%; cultural and educational items increased by 13.25%; wood and building materials up 13.58%; automobiles decreased by 71.28%; means of transport (excluding cars, including spare parts) increased by 5.5%; gasoline, oil rose by 19.12%; precious stones, gemstone and metals rose by 30.65%.

In the first six months of 2018, revenue on accommodation, travel and catering services is estimated to reach at VND 812,176 million, accounting for 5.4% of the total retail sales of goods and services and up 7.69% over the same period last year. Of which: revenue from accommodation service: VND33, 166 million, up 5.5%; catering service: VND775, 889 million, up 7.77%; travel service and tourist assistance activities: VND 3,120 million, up 13.21%.

The revenue of other services in the first six months of 2018 is estimated to gain at VND 2,059,991 million, accounting for 13.71% of the total retail sales of goods and services and up 10.60% over the same period of 2017.

b. Transport activities

Passenger transport in June is estimated to reach at 1,161 thousand carriers and 71,116 thousand passengers, increasing by 7.2% in carriers and 9.33% in passengers over same period last year; the turnover of passenger transport is estimated to attain at VND 52, 988 million, up 9.68% over the same period last year. Generally for the first six months of 2018, passenger transport is estimated to reach at 6,837 thousand carriers and 418,645 thousand passengers, respectively up 9.86% in carriers and 9.26% in passengers over the same period last year; the turnover of passenger transport is estimated to attain at VND 311,024 million, up 10.77% over the same period last year.

Cargo transport in June is estimated to reach at 2,558 thousand tons for freight and 90,311 thousand tons for rotational goods, up 10.15% in tons of freight and 9.21% in tons of rotational goods over the same period last year; the turnover of cargo transport is estimated to gain at VND 201,084 million, up 11.36% over the same period last year. In the first six months of 2018, cargo transportation is estimated to reach at 14,029 thousand tons for freight and 502,331 tons for rotational goods, increasing by 10.13% in tons of freight and 10.55% in tons of rotational goods over the same period last year; the turnover of cargo transport is estimated to gain at VND 1.130.117 million, up 11.53% over the same period last year.

5. Budget revenues and expenditures and bank operation

a. State budget revenues        

In June, the budget revenue is estimated to reach at VND 1.234.689 million, up 40.25% over the same period last year. Of which: domestic revenue: VND 1,004,689 million, up 62.40%; import – export tax: VND 230,000 million, down 12.11% over the same period last year. Some revenues in the month are estimated as follows: revenue from state-owned enterprises: VND 15,938 million, up 5.44%; revenue from foreign-invested enterprises: VND 132.449 million, up 42.78%; revenue from non-state sector: VND 561,233 million, up 169.6%; collection of registration fee: VND 28.438 million, up 34.92%; personal income tax: VND 60,062 million, up 53,18%; revenue from housing and land: VND163.582 million, down 19.99% over the same period last year.

Generally for the first six months of 2018, the state budget revenue is estimated to attain at VND5,823,667 million, up 10.15% over the same period last year. Of which: domestic revenue: VND 4,350,000 million, up 17,64%; import – export tax: VND 1,473,667 million, down 7.3% over the same period. Some domestic revenues are as follows: revenue from state-owned enterprises: VND 97,000 million, down 14.82%; revenue from foreign-invested enterprises: VND 810,000 million, up 29.76%; revenue from non-state sector: VND 1,595,000 million, up 3.18%; collection of registration fee: VND 145,000 million, up 14.45%; personal income tax: VND 412,000 million, up 19.16%; revenue from housing and land: VND 993,000 million, up 40.87%; other revenues: VND 96,000 million, up 53.03% over the same period last year.

b. State budget expenditures

From the beginning of the year to 18/6/2018, local state budget expenditure reached VND 3,862,392 million, accounting for 44.29% of the year plan. Of which: expenditure on development and investment: VND 1.408.380 million, reaching 53.08% of the plan; regular expenditure: VND2,454,012 million, accounting for 40.44% of the plan. Some regular expenditures are as follows: expenditure on economic activities: VND 248,867 million; expenditure on education and training: VND 943,995 million; expenditure on medical care: VND 189,611 million; expenditure on cultural, physical training and sports activities: VND 46,110 million; expenditure on social security: VND 184,313 million; expenditure on administrative management: VND 585,682 million, other expenses: VND 236,561 million.

c. Banking operation

As of 31/5/2018, the total capital of credit institutions reached VND 69,383.053 billion, up 7.55% as compared with 31/12/2017. Of which: mobilized capital in population and economic organizations: VND 59.776.813 million, up 6.71% and accounting for 86.15% of the total capital. Total loans to the economy reached VND 51,737,274 million, seeing an increase of 3.19% as compared to those on 31/12/2017. Of which: short-term loans: VND 35,3434,740 million, up 2.35%; medium and long term loans: VND 16.602.534 million, up 5.01%. The loans in local currency: VND 49,001,835 million, up 2.74%; the loans in foreign currency: VND 2.735.439 trillion, up 12%. Credit quality: the bad debts (in group 3,4,5): VND 1,177,191 billion (accounting for 2.28% of total loans), seeing an increase of 62.29% as compared to 31/12/2017.

6. Investment and businesses attraction.

a. The investment capital for development in the local

In the first six months of 2018, the investment capital for development is estimated to reach at VND14,069,370 million, up 9.33% over the same period last year. Of which: state-invested capital: VND1,245,446 million, up 5.16%; non-state capital: VND7,462,538 million, up 8.24%; foreign direct investment capital: VND4,461,386 million, up 13.41% over the same period last year. Regarding to the investment items, investment in capital construction: VND 10,497,322 million, up 9.29%; investment capital for purchase of fixed assets not listed in the investment in capital construction: VND1,563,183 million, up 11.23%; investment capital for major repairs and upgrading of fixed assets: VND 547.664 million, up 9.66%; additional investment capital: VND 1,371,454 million, up 8.09%; other investment capitals: VND 89,747 million, down 0.12% over the same period last year.

b. Investment attraction and enterprise development

Investment attraction and business environment improvement have been paid attention to by all levels and sectors. To direct the implementation of the preliminary review and evaluation of the implementation of the project on administrative reform, creating a favorable investment environment and raising the Provincial Competitiveness Index (PCI) for the 2016-2020 period and make a plan on the implementation in 2018; to organize the meeting of provincial leaders with enterprises; the conference of the Provincial Business Association and business associations. In the first six months, the province has attracted over 92 domestic investment projects with the registered capital of 5,426 billion VND, bringing the total number of domestic investment projects to 1,380 ones with a total registered capital of 120.488 billion VND. Up to 18/6/2018, there are 409 FDI projects registered in the province, with a total registered capital of 4,057,222 thousand USD, of which from the beginning of the year to now, there are 16 new projects with a registered capital of 49,507 thousand USD. The countries with the biggest number of projects and investment capital are as follows: Firstly, Japan has 151 projects with the registered capital of USD 2,682,797 thousand, accounting for 66.12% of total registered capital; secondly, South Korea has 120 projects with the registered capital of 624,678 thousand USD, accounting for 15.4% of the total; thirdly, China has 81 projects with the registered capital of  USD375,626 thousand, accounting for 9.26% of the total. During the year, an additional 28 projects were put into operation, bringing the number of projects going into operation to 982 projects, creating new jobs for 5.8 thousand workers.

To continue to direct the implementation of solutions to support and develop enterprises, the registration and establishment of new enterprises effectively. An additional 620 enterprises have newly registered to establish with a total registered capital of VND 3,600 billion, seeing an increase of 2.5% in number of enterprises over the same period of 2017; 110 enterprises returned to operate, up 32.5%; 142 enterprises suspended their business temporarily; 46 enterprises completed the procedures for dissolution. Up to now, the total number of enterprises registered for business activities in the locality reached 9,180 ones with the total registered capital of VND 85,485 billion, of which 72.4% of enterprises are operating; 8.2% of enterprises suspended their business temporarily and 19.4% of businesses temporarily suspended their operation without registration or awaiting their dissolution. To complete the arrangement and equitization in 3 SOEs and 2 public service units in the province.

7. Price index

a. Consumer price index

Consumer price index (CPI) in June rose by 0.52% over the previous month. Of which: 7/11 groups of goods and services have increased their price indexes, including: catering service increased by 0.95%; beverages and cigarettes rose by 0.01%; garments, hats and footwear up 0.15%; housing, utilities, fuel and building materials rose by 0.53%; equipment and home appliances increased by 0.08%; traffic service up 1.11%; culture, entertainment, tourism increased by 0.1%. There are 3/11 groups of goods and services with stable price indexes as compared to last month as follows: medicine and medical service; traffic service; postal and telecommunication services. Particularly the price index of the other goods and services group decreased by 0.03% over the previous month. As compared to December, 2017, the CPI in June increased by 2.33%. Of which: catering service increased by 4.22%; beverages and cigarettes rose by 1.31%; garments, hats and footwear decreased by 0.02%; housing, utilities, fuel and building materials rose by 0.55%; home appliances up 0.54%; medicine and medical service increased by 0.02%; traffic service rose by 6.68%; post and telecommunications decreased by 0.75%; culture, sports and entertainment increased by 2.31%; other goods and services rose by 3.03%; only education service keeps stable as compared to December, 2017.

As compared to the same month in 2017, the consumer price index in June this year increased by 6.18%. Of which, catering service increased by 8.39%; beverages and tobaccos rose by 1.74%; garments, hats, footwear up 1.33%; housing, utilities, fuel and building materials up 4.09%; home appliances increased by 0.66%; medicine and medical service rose by 15.29%; traffic service up 11.79%; postal and telecommunication services decreased by 0.75%; educational service increased by 3.63%; culture, sports and entertainment rose by 2.82%; other goods and services up 3.99%.

In the first six months of 2018, CPI increased by 5.03% over the same period of 2017. Of which: catering service increased by 2.24%; beverages and tobaccos rose by 1.73%; garments, hats, footwear up 1.59%; housing, utilities, fuel and building materials rose by 3.45%; home appliances increased by 1.36%; medicine and medical service up 35.38%; traffic service increased by 7.63%; post and telecommunications decreased by 0.76%; educational service increased by 3.72%; cultural, sports and entertainment rose by 2.3%; other goods and services increased by 3.86%.

b. Gold and USD price index

Gold price index in June decreased by 0.74% over the previous month and at the average price of 3.640.000 VND / tael. USD price index rose by 0.11% over the previous month, the average price is 22,837 VND / USD.

8. Some cultural and social activities

a. Residential life

On the occasion of Lunar New Year 2018, all levels, sectors and units have organized activities to visit policy beneficiaries, people with merits to the revolution, the elderly and social beneficiaries to ensure people welcome the New Year in the warmth and happiness. Total expenditures for above activities are about 47 billion VND.

To organize the provincial delegation to visit Dien Bien cemetery, Son La prison cemetery and historical site - Son La prison. To issue a decision to grant funeral allowance for 1,150 relatives of people with merits, to grant a one-time allowance for 18 relatives of Vietnamese Heroic Mothers, 240 decisions to worship martyrs.

To organize the launching ceremony of the Children's Action Month and Children's Forum 2018 with the theme "For a safe, healthy life for children in the digital world." To implement the plan to build and develop the 2018 Child Support Fund and support activities for disadvantaged children.

b. Labor and jobs

In the first 6 months of 2018, the province held 12 job fairs with the participation of more than 200 units and enterprises. 3,548 people have been advised on employment, labor policy, apprenticeship and labor export.

To organize the launching ceremony to respond to the action month of labor safety and hygiene in 2018 with the theme "Actively prevent and control dangerous and harmful factors at the work place to limit labor accidents and occupational disease". To boost the labor export program in the Czech Republic. To implement the EPS program to bring workers to export in Korea. In the first 6 months of this year, the whole province has created jobs for 9,371 people, reaching 49.06% of the plan; exported 1,734 laborers, reaching 51% of the plan. The province enrolls and provides vocational training for 21,171 people, reaching 46.84% of the plan. Of which, college: 738 people, vocational school: 806 people, primary school and short-term training: 19,627 people.

c. Cultural and sports activities

Cultural activities

In the first 6 months of 2018, the whole province held 04 public performing arts to celebrate the national and local holidays; to organize 32 mobile cars to propagandize in the province and 8 performing arts in the districts; participated in Van singing festival and national Chau Van singing festival in Thua Thien Hue province, gaining excellent results. To organize 61 professional art performances inside and outside the province, including the New Year's Eve music show at Nguyen Van Linh Square; the program for the Provincial Sports Festival; the art program serving the commemoration of the 20 th anniversary of the death of General Secretary Nguyen Van Linh and the reception of the Certificate of the National Historical Site of "General Secretary Nguyen Van Linh Memorial Site".

Six exhibitions have been held at the provincial and local museum with special topics such as "The Communist Party of Viet Nam - Congress and Achievements", "Vitality of Truong Sa - Volunteer Colors", "Antiques of Hung Yen in 2018", "64 years of Dien Bien Phu victory", "Hung Yen education in the past and present", "General Secretary Nguyen Van Linh - Life and career”.

In the first six months of this year, the Center for Movie Release and Screening has held 350 screening days at the theater to celebrate national and provincial holidays and anniversaries.

The provincial library organized 8 propaganda sessions and book displays; the Reading Room of the Mau Tuat Spring Newspaper of 2018; the seminar on the title of "Thought, ethics and style of Ho Chi Minh"; the Book Day and Reading Culture in 2018 with the theme "Book with family". To propagandize and respond to the book day of Vietnam on 21/4, the world book and copyright day on 23/4.

On June 8, 2018, at the Provincial Convention Center, the 70th anniversary of President Ho Chi Minh's Call for Patriotic Competition (June 11, 1948 - June 11, 2018) was held to commend and reward typical advanced people through the period in the province. At the ceremony, 6 outstanding units in the emulation movement in 2017 were awarded the emulation flag of the Government; collectives and individuals with good achievements in the patriotic emulation movement were awarded the Certificates of merits by the provincial People's Committee.

Sports activities

Mass sport: The movement of physical training and sports is maintained and developed throughout the province. All levels and sectors have organized hundreds of games, sports exchanges and traditional games. Sports and physical training in schools, armed forces, cadres and civil servants are maintained.  To successfully held the opening ceremony of the 8th Congress of Hung Yen Sports Festival in 2018. In the first 6 months of the year, 5 competitions in the program of the Sports Festival were held.

High Achievement Sport: To well organize the training activities at the Center for Sports Training and Competition of the province. To regularly review, check, evaluate and eliminate athletes and at the same time to select to keep the stable numbers. To well prepare for the athletes to participate in the national sports tournaments and the 8th National Sports Festival in 2018. In the first 6 months to participate in 10 national sports tournaments, gaining 35 medals, of which 05 gold medals, 12 silver medals and 18 bronze medals. There are 02 athletes gaining the good player title, 04 athletes at the first level.

d. Health Operation

Disease surveillance work is carried out regularly; there is no epidemic in the province. The guard and report of epidemic are ensured as prescribed. There are no contagious diseases such as cholera, Japanese B encephalitis, dengue... Some other infectious diseases appear sporadically in districts. To distribute extension vaccination as planned for the grassroots, to carry out the vaccination for children every month. During and after vaccination, there are no adverse events. The number of pregnant women checked over 3 times before giving birth attains 98%, the rate of deliveries by medical staff is 100%.

HIV/AIDS prevention: As of May 31, 2018, the number of people infected with HIV / AIDS was 1,645 people, of which: the number of alive people with HIV / AIDS: 825 people, the number of deaths due to HIV / AIDS: 820 people. To deploy the peak month of the Prevention of mother-to-child transmission of HIV in 2018 (1-30/6) with the theme "Early HIV Testing - Towards the Elimination of Mother-to-Child Transmission of HIV by 2020".

Food hygiene and safety: To establish the interdisciplinary inspection teams on food safety during the Lunar New Year and Spring Festival 2018. To monitor food contamination risk, prevention of food poisoning during the Lunar New Year and the Spring Festival 2018 in the province. To inspect enterprises, production establishments, shops, supermarkets for food business, food suppliers in large quantity, wholesale markets, food importers, cafeterias, canteens...

To implement the Action Month for Food Safety in 2018 from 15/4 – 15/5/ 2018 with the theme "Enhancing Responsibility of Food Producers and Traders". In the first 6 months, no food poisoning occurred in the province.

e. Environmental protection and fire and explosion prevention

From 16/5/2018 to 15/6/2018, the whole province has detected 13 cases of environmental violation, 11 cases were fired, 2 cases are in the investigation phase, the fines amounted to VND 169 million. From 16/12/ 2017 – 15/6/ 2018, 70 cases of environmental violations were detected in the province, of which 58 cases were handled and the fines amounted to VND 2,485 million.

On 5/6/2018, Hung Yen province in collaboration with the Journal of Health and Environment - Vietnam Medical Association organized the launching campaign "Protecting the environment for public health" in response to "The Action Month for Environment" and "World Environment Day (5/6)" in the province. The theme of this year's World Environment Day is: "Resolve plastic and plastic pollution". The program aims to promote the propaganda and education on environmental consciousness of people.

From 16/5/2018 to 15/6/2018, there was a fire, no explosion, no deaths and injuries due to fire, statistics on property damage are not listed, the cause of the fire is being investigated by the authorities. From 16/12/2017 to 15/6/2018, in the province, there were 4 fires, no explosion, one death and property damage was estimated to reach at 620.50 million VND.

f. Traffic order and safety

According to data from Hung Yen Traffic Safety Board, from 16/5/2018 to 15/6/2018, the whole province has 14 road traffic accidents, no rail traffic accidents, 7 people killed, 10 people injured. As compared with the previous month, the number of accidents decreased by 1 case, down 6.67%; the number of deaths decreased by 3 persons, down 30.0%; the number of injured people decreased by 2 persons, down 16.67%. From the beginning of the year to 15/6/2018, there were 82 traffic accidents, 57 people killed and 63 people injured. As compared to the same period of 2017, the number of accidents is the same as those in 2017; the number of deaths decreased by 1 person, down 1.72%; the number of injured people decreased by 1 person, down 1.56%.
