Hung Yen considers the establishment of two Project Management Boards

The provincial People's Committee on September 20 held a meeting to give comments on the content submitted by the Departments of: Home Affairs, Agriculture and Rural Development. Mr. Nguyen Van Phong, Deputy Party Secretary, Chairman of the provincial People's Committee presided over the meeting. It saw the attendance of members in the Provincial Standing Committee.

At the meeting     

At the meeting, the Department of Home Affairs submitted to the provincial People's Committee for consideration and comments on the establishment of the Management Board of investment projects on the construction of civil and industrial works under the Department of Construction; and the one on the construction of agricultural and rural development works under the Department of Agriculture and Rural Development; continuing to implement the Scheme on attracting full-time university graduates to work as civil servants in communes, wards and towns in phase 3 (2018 - 2021). The Department of Agriculture and Rural Development submitted the plan for reviewing and making a list of irrigational works (from the rear of the canal head to the field) managed by the commune level in districts and cities to hand over to The One Member Limited Liability Company for Irrigation Works Exploitation managed by the province. 

Speaking at the meeting, Chairman of the provincial People's Committee Nguyen Van Phong emphasized that the establishment of the Project Management Boards under the Department of Construction and the Department of Agriculture and Rural Development is a request of the Government to make the State management tasks clear and transparent with the task of managing construction and investment projects, avoiding the situation of state management cadres working as project managers. Therefore, the Project Management Boards set up in the coming time must build up a lean and efficient apparatus, operate autonomically on finance and base on the guidance of the Central Government to achieve the highest efficiency. The managing departments must strictly manage the Project Management Boards to avoid loss of state investment capital ...

Regarding the Scheme on attracting full-time university graduates to work as civil servants in communes, wards and towns, the upgrade of the qualifications of the communal staff is urgent to improve the effectiveness of state management as well as the efficiency of solving work at the grassroots. Therefore, the Department of Home Affairs should accurately review the number of candidates to be recruited according to the qualification and professional standards required by each commune, ward or town. 

The relevant units accelerated the implementation of the steps of reviewing the list of irrigational works from the rear of the canal head to the field from the commune level to hand over to The One Member Limited Liability Company for Irrigation Works Exploitation managed by the province to improve the efficiency of irrigation for production.
