On February 18, the Provincial Tax Department held a conference to summarize the tax work in 2019 and deploy the tasks in 2020. The conference drew the attendance of comrades: Mr. Nguyen Van Phong, Deputy Party Secretary, Chairman of the provincial People's Committee; Mr. Dang Ngoc Quynh, Member of the Provincial Standing Committee, Standing Vice Chairman of the provincial People's Committee.

In 2019, the Provincial Tax Department has drastically implemented the solutions to nurture and exploit the revenue, creating favorable conditions for taxpayers, so the tax tasks in 2019 have gained quite comprehensive results.

By the end of December 31, 2019, the total domestic budget revenue in the province is VND 12,280 billion, exceeding 28.4% of the estimate assigned by the provincial People's Council, seeing an increase of 24.2% as compared to 2018. Except for the land use fee, to gain 8,137 billion VND, exceeding 1.1% of the estimate, up 13.3% as compared to 2018.

Overall, there are 11/15 revenues and taxes, which are completed in excess of the estimate assigned by the provincial People's Council, including the revenue from the central state-owned enterprises, the revenue from the local state-owned enterprises, the lottery collection, the personal income tax, the collection of land use fees, the non-agricultural land use tax, the collection of land rental, registration fees, fees and charges, the other budget revenues and the collection of the issuance for mining rights and the water resources exploitation; there are 10/15 increased revenues and taxes as compared to 2018. The administrative procedure reform and taxation modernization have been strengthened, thereby actively supporting taxpayers to fulfill their obligations to the country.

In addition to the achievements, the task of taxation in 2019 still has such shortcomings and limitations as: Some revenues accounting for a large proportion of the total state budget revenue are: the revenue from non- state enterprises, the revenue from foreign-invested enterprises and the environmental protection taxes, which have not yet completed the assigned estimates. The bad debt still accounts for a high proportion, accounting for 57.7% of the total tax debt...

In 2020, the provincial taxation sector identifies the following key tasks: To synchronously implement tax administration measures, intensify the inspection and check against tax losses, evasion and debts; to determine to strive to exceed the State budget revenue estimate assigned by the Ministry of Finance of 10,061 billion VND and the provincial People's Council assigned of 10,565 billion VND. To effectively implement the Resolution No. 01 / NQ-CP dated 01/01/2020 of the Government on the main tasks and solutions for implementing the socio-economic development plan and the State budget estimate in 2020; the Resolution No. 02 / NQ-CP dated 01/01/2020 of the Government on continuing to perform key tasks and solutions to improve the business environment and enhance national competitiveness in 2020. To continue to implement the tax system reform plan for the 2016-2020 period, which was approved by the Minister of Finance. To strengthen the discipline, improve the responsibility of the contingent of cadres and civil servants in the performance of official duties; well perform anti-corruption work; practice thrift, combat waste...

Speaking at the conference, Chairman of the provincial People's Committee Nguyen Van Phong emphasized that 2020 is the last year of the budget stability in the period 2017 - 2020, the last year to implement the Resolution of the XVIII Provincial Party Congress, the provincial tax must drastically implement synchronous revenue management solutions and strictly control the revenue sources. Therefore, in the coming time, the industry needs to perform such key tasks as: To actively nurture and effectively exploit the sources of revenue into the state budget, ensuring the right, adequate and timely revenue collection, to strive the results of domestic budget revenue in 2020 to exceed the estimates assigned by the provincial People's Council. The assignment of tax collection targets to each unit and each locality must be close to the practical situation. To promote the propaganda for organizations, individuals, and taxpayers to understand and fulfill their tax payment obligations and contribute to the state budget. To actively apply measures to manage the debt collection, strive to reduce the rate of tax arrears. To continue to improve the efficiency of administrative procedure reform, create all favorable conditions for taxpayers. At the same time, the collective of officials, public servants and employees of the tax sector unites, improves the responsibility of the work, and successfully completes the assigned tasks.

On this occasion, the Provincial Tax Department held a conference of typical delegates of the provincial tax sector in 2020; and organized the signing of emulation covenant to perform the tasks of taxation and state budget collection in 2020.
